B-BBEE in the Transport Sector

The B-BBEE Scorecard
The transport sector scorecard measures five elements:
1. Ownership (25 points)
- Minimum 25%+1 voting rights held by black people
- Minimum 25% economic interest held by black people
- Net value points for black women ownership
- Special provisions for broad-based ownership schemes
2. Management Control (19 points)
- Board representation (40% black, 25% black women target)
- Senior management (60% black, 30% black women)
- Other management levels with EAP targets
3. Skills Development (25 points)
- 3% of payroll spent on skills development for black employees
- Learnerships and apprenticeships (priority for transport artisans)
- Bursaries and training programmes
4. Enterprise and Supplier Development (44 points)
This is the biggest element and often the hardest for transport companies:
- Preferential procurement (25 points) — buying from B-BBEE compliant suppliers
- Supplier development (10 points) — 2% of NPAT to develop emerging suppliers
- Enterprise development (5 points) — 1% of NPAT to support black-owned enterprises
- Bonus points (4 points) for supporting designated groups
5. Socio-Economic Development (5 points)
- 1% of NPAT contributed to community development initiatives
- Skills transfer and capacity building in communities
Verification Process
B-BBEE verification must be conducted by a SANAS-accredited verification agency:
1. Document collection — financial statements, shareholder agreements, payroll records, training expenditure, procurement spend
2. Desktop review — the agency analyses all evidence against the scorecard
3. Site verification — physical inspection and staff interviews
4. Issuance — B-BBEE certificate with your verified level (1-8 or non-compliant)
Certificates are valid for 12 months and must be renewed annually.
